"Build it, and they will come". This was the motto of the three owners who financed this highly complex project. The owners are the Mirage Resort, New Jersey State Casino Reinvestment Development Authority, and South Jersey Transport Authority. The project budget of $330M was split among the three owners and set to build a 2000 foot cut and cover tunnel, 10 new bridges and 2.3 miles of new highway connecting 17,000 vehicles per day from the Atlantic City expressway to the resort's marina district.

The Design-Build team who took up this challenging project was formed by Yonkers Contracting and Granite Construction as contractors, URS Corporation as lead designer, Frederic R. Harris as construction inspector, and Parsons Brinkerhoff and Goodkind & O'Dea as project managers.

The Reinforced Earth Company joined the design-build team as designer and supplier of seven engineered systems that were used in different segments of the project. The systems are:

  • Single Stage Large Panel R.E. wall
  • Double Stage Large Panel R.E. wall
  • Piano Wall
  • Fascia Wall
  • Precast Traffic Barrier
  • Seawall with Black
  • Steel Reinforcing Strips
  • Backwall Reinforcing Strips

Each of the Reinforced Earth systems played a crucial role in the success of this complex and fast track project. The two stage system developed by RECo started by placing a Terratrel wire wall system at the first stage, loading the structures with temporary surcharges up to 18 feet and allowing the abutment areas to settle which reached 4.5 feet at its worst case. Precast panel facings were attached to the wire wall using a special connection.
